good morning. it is friday, july 22nd, this is your "a.m.: wake-up call." i'm oolly velshi. the federal government is about to take its final steps towards ending don't ask don't tell. today the pentagon is ready to certify it will admit openly gay members without sacrificing security. the president has to endorse it and then there's a 60-day waiting period. after that the controversial policy is history. 11 days to default and still

no deal on the debt ceiling, but it is a new day. our sources say president obama is trying to koex members of his own party, while cutting as much as $3 trillion in spending. that is going to mean changes in health and retirement programs, also puts off tax reform, something a lot of people felt is very important, until later. the details are very fluid. no agreements yet. congressional democrats are very nervous. the president trying to figure out a way to work it out. he's holding a two-hour meeting at the white house. he did that last night. writing about compromise in this morning's "usa today." "some of the cuts would target worthwhile programs that do a lot of good for our country. there are cuts some people in my own party aren't too happy about and frankly, i wouldn't make them if we didn't have so much debt." this is a sales pitch to the american people, many who want less finger pointing and more

woman is part of a collective that attacked several wreb sites. she's under a judge's orders not to use the internet except to talk to her lawyer. the nikkei and hang seng closing up. kristie lu stout standing by. markets rallying on the heels of this debt bailout plan for greece. >> that's right. european leaders meeting in brussels have finally reached a deal to give greece a second bailout. that has been well received on the global stock markets, uk, french and german markets all on the rise. the nikkei in japan closed higher. the euro continued to rise further against the u.s. dollar. european policymakers believed this deal, which is worth almost a quarter of a trillion dollars will contain europe's debt crisis and give greece more breathing room. >> some say this rescue plan is not going to be enough to solve

long-term problems in greece or the eurozone. >> that's right. the markets are rallying right now. there is fear among european leaders, fears that imposing losses on greece's lenders could cause the debt crisis to spread to italy and spain, and that's because of a sharp increase in the rate at any markets would be willing to lend. despite the fear, as which just reported, the markets consider this deal a within. a senior economist at moody's say the plans should go a long way to make greece's debt burden sustainable. >> kristie lu stout in hong kong. do you take your smart phone with you everywhere you go? i do. do you take it in the bathroom with you? 39% of people admit they take their phones with them when it's time to get some business done while doing your business. of that 39%, 19% say they've dropped their phones in the toilet. think about that. triple-digit temps blamed

time for your political ticker with tim farley live from washington. 11 days and counting until the debt ceiling deadline. what's your feeling? do you think we're getting closer? >> i think you got it in the beginning when you said the democrats are netting nervous. harry reid and nancy pelosi asking why they're not a part of the conversation. there was a confrontation between pelosi and senator lu. he evidently said something to the effect there is no deal and you would be informed if there was one. that's where the president is getting push from. the point is we're counting down and we need to get something quickly. the senate is working on it today. the house will probably be working and voting on something monday relative to cut, cap and balance and maybe we'll see balance after that. >> talking about michele bachmann and her migraine, not

another headache having to do with with the clinic she runs with her husband, councils gays to be straight. i guess activists got to the place. >> evidently marcus bachmann, her husband said on a christian radio show about a year ago that barbarians need to be treated. the barbarian horde descended on their clinic. i was watching this and wondering at some point was somebody going to yell at the camera "what's in your wallet?" the glitter flute. the bachmanns weren't there for that. this is an issue that's really not as big as an issue for some candidates. i'm sure mitt romney is watching closely and enjoying it. >> a lot of people are saying this doesn't hurt mish shul bachmann with her core, that her husband runs the clinic, that argues that gays can be counseled into being straight. >> the key here is they have

it is 22 minutes after the hour. here are three things to have on your radar today. the pentagon expected to certify the repeal of don't ask don't tell, meaning the military is prepared to accept openly gay and lesbians. the president to discuss the on going efforts to find a balanced approach to deficit production. a welcome home ceremony planned for the "atlantis" astronauts. let's go to monita rajpal. a famine in parts of somalia, drought is compounding the problem. give me a sense of how serious this problem is. >> it's an incredibly desperate situation. famine is declared when there is mass starvation. we're talking about 4 million people in somalia. that's half the country's

population are at risk of starvation. a per foeblth storm of a situation where there is drought, conflict and poverty. that's why thousands of somalis are trying to flee the country to head south into kenya where there are refugee camps and some food set up by the un aid agencies. of course, the situation is becoming increasingly desperate. the un secretary general said 3.7 million people are in a crisis situation. in terms of the amount of money needed to help get the aid, buy the food and the water desperately required, $1.6 billion is needed and about $300 million is required in the next two months alone. the u.s. has given back $28 million already in immediate assistance. that is in addition to some $400 million they've already given in emergency aid over the past year. it's an credibly desperate situation, and a lot of those people who are suffering right now are children, ali.

>> all right. this famine triggered an editorial cartoon in a murdoch-owned newspaper. i saw the cartoon this morning. it's drawing some criticism. >> it's disturbing, to say the least. this was in "the times" newspaper owned by rupert murdoch's news corp. as you can see, it depicts starving people. and the caption says i have a belly full of phone hacking. i don't know if they were trying to be smart or funny in any way. there has been a lot of online criticism as a result of this. people are calling it as distasteful. as journalists we shouldn't really give our personal opinion on stories, but it really is quite distasteful, ali. >> it's a strange one. always difficult when you're talking about cartoonist because they operate in a sort of different editorial space. the juxtaposition of phone hacking and famine in somalia does sit strangely.

good to see you, monita rajpal in london. an underwater robot the size of an egg could limit contamination from nuclear plants. it's been developed to swim through pipes at nuclear facilities checking for signs of corrosion. leaking pipes can lead to contaminated ground water. keep in mind about half of all reactors in the united states are at least 30 years old. the state of california is axing its rebate program for people who buy all electric cars. the "los angeles times" states the state has run out of $5,000 rebates. they could end up with smaller rebates of $250 apiece. that california rebate is bigger than anywhere else in the united states and made it a real advantage to buy an electric car in california as opposed to somewhere else. get ready for this. you're about to see pictures of an electronic tongue. i warn you it doesn't look

so that's still in the picture. but this greek debt deal has been a long time coming. a lot of people are really happy about that. honeywell reporting later today. so far earnings have been pretty good. >> talk to me ability tech, about microsoft and intel. >> microsoft reporting yesterday, even though windows is sputtering, microsoft has plenty of gas left in the tank. the company says the sales of xbox 360 and kinect soared 30% in the last quarter. a lot of people love that kinect system. xbox is the 12th console for the 12th month in a role. microsoft growing its overall sales by 8% over the past three months to, get this, $17.4 billion. that's despite a sales slump from windows. it's better than forecast, great news for microsoft. all this, as you know, intel reporting record sales, up 11%. that's a big accomplishment as you know because consumer pc

balanced approach. we'll see how it shakes out. we're just 12 days away and counting. the good news, i suppose, is unlike a month ago when there really weren't options on the table, there are a few now. now it might be like a buffet, a chance to pick between them. there is some sense that this gang of six -- tell me what's happening. the gang of six proposal, is it gaining steam or losing steam? >> i think it is probably going to be somewhat of a template going forward for an agreement. the challenge is all the details that have to be written. so it may be that the president will have to back off in an orgal position of not signing a short-term deal. it would be a short-term deal with the understanding that there will be something much -- i'm not sure if that's possible. it might be a kind of grand bargain. >> tim, real quick, i want to show the viewers this video of a bunch of activists who got into michele bachmann and her husband's, backman and associates, their clinic in minneapolis.

good morning. friday, july 22nd. this is your a.m. wake-up call. i'm ali velshi live from new york. 46 minutes after the hour. this week the world watched as rupert murdoch, his son james and protege rebekah brooks answered questions about the phone hacking scandal. some ex "news of the world" editors say he gave mistaken information to the committee. atika, what's this about? >> this is not just the ex-editor, but also the former lawyer for "news of the world" saying james murdoch was very much mistaken in his testimony, that he had been informed about an e-mail called the fornevil e-mail that showed the problem was not limited to one reporter, that this was more than a single person. it went much further. so this suggests that possibly james murdoch actually knew about this much earlier and that
